News:

NITI AAYOG was created through a Cabinet Resolution (an executive order) passed by the Government of India on January 1, 2015.

Because it was established by an executive order rather than an Act of Parliament, NITI Aayog is classified as a non-constitutional and non-statutory body.

 

Composition of the Governing Council:

The structure of the Council:

  1. Chairperson: The Prime Minister of India.
  2. Ex-Officio Members: Chief Ministers of all States.
  3. Chief Ministers of Union Territories with Legislatures (i.e., Delhi, Puducherry, and Jammu & Kashmir).
  4. Lieutenant Governors of other Union Territories (such as Andaman & Nicobar Islands, Ladakh, etc.).

Special Invitees: Union Ministers with domain expertise, nominated directly by the Prime Minister.

NITI Aayog Leadership: The Vice-Chairperson, Chief Executive Officer (CEO), and Full-Time/Ex-Officio Members of NITI Aayog also attend council sessions to steer the operational agenda.

Government of India (Allocation of Business) Rules, 1961 – Amendment Following Creation of NITI Aayog

The image shows a notification issued under Article 77(3) of the Constitution, through which the President amended the Government of India (Allocation of Business) Rules, 1961.

This amendment was necessitated by the replacement of the Planning Commission with the NITI Aayog on 1 January 2015.

The Allocation of Business Rules allocate and distribute the work of the Government of India among various ministries, departments, and offices. Since the Planning Commission had been assigned specific functions under these rules, the Government amended the Rules in 2015 to incorporate the new institutional framework centered around NITI Aayog.
