DigiLocker has successfully onboarded 68 Electricity Distribution Companies (DISCOMs) and Power Departments across the country. This major integration allows electricity consumers to securely access their digital electricity bills directly within the DigiLocker app.
About:
DigiLocker is a flagship initiative launched by the Ministry of Electronics and Information Technology (MeitY) under the Digital India Corporation. It is managed technically and administratively by the National e-Governance Division (NeGD).
Under Rule 9A of the Information Technology (Preservation and Retention of Information by Intermediaries in Electronic Form) Rules, 2016, electronic documents issued or fetched into DigiLocker are deemed to be at par with original physical documents.
The Ecosystem Architecture: DigiLocker operates through three primary nodes:
- Issuers: Organizations (like CBSE, UIDAI, or DISCOMs) that generate digital certificates or bills.
- Requesters: Entities (like banks, passport authorities, or employers) that require document verification.
- Residents: Citizens who use the platform to pull, store, and share their credentials.


What is Included in DigiLocker? (The Core Categories)
DigiLocker is designed to eliminate physical documentation across almost every touchpoint of a citizen's life. The services and issuers are classified into these primary pillars:
- Central and State Education Boards: Digital certificates, marksheets, and migration certificates from CBSE, ICSE, and various state boards.
- Statutory Identification Authorities: Digital versions of the Aadhaar Card (UIDAI), PAN Card (Income Tax Department), Driving Licenses, and Vehicle Registration Certificates (VRC) from the Ministry of Road Transport and Highways (MoRTH).
- Public and Private Utility Providers: Digital bills and connection statements from Electricity DISCOMs, LPG pipeline connections, and telecom companies.
- Financial and Insurance Institutions: Insurance policy bonds (via IRDAI registered companies), pension certificates, and mutual fund/demat statements.
- Academic Bank of Credits (ABC): A dedicated portal integrated within DigiLocker for higher education students to store and transfer academic credits earned across recognized universities.
