The Bharat Coal Gasification & Chemicals Limited (BCGCL) Coal-to-Ammonium Nitrate Project at Lakhanpur in Jharsuguda district, Odisha, represents a major shift in India's industrial and energy strategy.
Developed as a ₹25,016 crore joint venture between Coal India Limited (CIL) and Bharat Heavy Electricals Limited (BHEL), this project is highly significant for several key reasons:
Why This Project is Important
Pivoting Coal from Fuel to Feedstock ("Coal-to-Chemicals")
Traditionally, India has used its massive coal reserves almost exclusively for combustion in thermal power plants, which carries a heavy carbon footprint. This project transitions coal from being a raw power fuel to a high-value strategic industrial feedstock via surface coal gasification, unlocking value-added chemical synthesis pathways.
Massive Import Substitution & Forex Savings
India heavily relies on foreign imports for raw ammonium nitrate and natural gas feedstocks.
- Once fully operational (targeted for 2029), this plant will produce approximately 0.66 Million Tonnes Per Annum (MTPA) of technical-grade ammonium nitrate.
- This will fulfil nearly 35% of India’s total projected ammonium nitrate demand by 2030.
- It will save the nation over USD 360 million annually in foreign exchange, with cumulative life-cycle savings exceeding USD 9 billion.
Vital Material for Core Infrastructure and Mining:
Technical-grade ammonium nitrate is a critical component for manufacturing industrial explosives. Because India is scaling up its mining operations (coal, iron ore, bauxite) and executing massive national highway and tunnelling infrastructure projects under the Gati Shakti framework, ensuring an unhindered, domestic supply chain of this chemical is a matter of national economic security.
100% Indigenously Developed Technology
The project showcases India’s self-reliance in engineering. It utilizes BHEL's proprietary Pressurised Fluidised Bed Gasification (PFBG) technology. This technology is specifically customized to handle high-ash domestic coal varieties native to India, which standard imported gasifiers often fail to process efficiently.
