Strategic and Maritime Security
- Vision MAHASAGAR: The visit operationalized India's Vision MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions), cementing India's role as a net security provider and preferred economic partner in the Indian Ocean Region (IOR).
- Defense Assets Handover: India handed over a 'Made in India' Fast Patrol Vessel (FPV), named PS Lespwar (manufactured by Goa Shipyard Limited), along with 5 laser radial boats, 6 ambulances, and 10 utility vehicles to bolster the Seychelles Coast Guard's surveillance capabilities over its sprawling 1.3 million sq. km Exclusive Economic Zone (EEZ).
- Anti-Piracy & Joint Surveillance: Both nations reinforced commitment to security cooperation against maritime piracy, drug trafficking, and illegal, unreported, and unregulated (IUU) fishing.
Economic Assistance and Digital Public Infrastructure (DPI)
- Special Economic Package: India announced a $175 million package comprising $125 million (₹1,250 crores) as a Line of Credit (LoC) and $50 million in grant assistance for social housing, e-mobility, and health infrastructure.
- Fintech Integration: A formal MoU was exchanged to integrate India's Unified Payments Interface (UPI) with Seychelles’ financial systems to boost local trade and tourism.
Diplomatic & Legal Breakthroughs
- Extradition Treaty: Both nations signed a bilateral extradition treaty to strengthen mechanisms against transnational organized crime and financial fugitives.
- First-Ever Legislative Address: PM Modi became the first Indian Prime Minister to address an Extraordinary Sitting of the National Assembly of Seychelles.
- Global Climate Alliances: Seychelles officially announced that it is joining the Indian-led Coalition for Disaster Resilient Infrastructure (CDRI).
"Guardian of the Blue Horizon"
During the visit, Seychelles President Patrick Herminie conferred its special presidential distinction, the Guardian of the Blue Horizon, upon the Indian PM, honoring India's leadership in marine ecology, sustainable development, and blue economy cooperation.
